Pitch

Allow admins, but also users to upload custom notification sounds. Users can then pick which sound they want to use. Perhaps even for each category.

Motivation

Needed so folks can pick a notification sound they like instead of being annoyed by the default. (This would also allow Catstodon to switch back to the Mastodon default)
